Apply v0.925

Server-side part of the Apply plugin, which adds the apply_recognise_enable config, on by default, and defines PLUGIN:RecogniseNearby, used by the plugin's commands.

Registers the /Apply command, which makes the player say their name and citizen ID in character and, when the apply_recognise_enable config is on, makes players within talk radius recognise them.

Registers the /ApplySay command, which makes the player state their name and citizen ID in a full sentence in character and, when the apply_recognise_enable config is on, makes players within talk radius recognise them.

Registers the /Name command, which makes the player say their name in character (as a unit for Combine) and, when the apply_recognise_enable config is on, makes players within talk radius recognise them.

Registers the /NameSay command, which makes the player introduce themselves by name in a full sentence in character (as a unit for Combine) and, when the apply_recognise_enable config is on, makes players within talk radius recognise them.
