server and client files and overrides cw.core:DrawBackgroundBlurs.

overlay. Each blur fades in over one second from the time it was registered with
cw.core:RegisterBackgroundBlur; string keys are always drawn, panel keys only while the
panel is valid and visible. Only works on the client, since it draws with surface.
