SetSocioStatus command

Registers the /SetSocioStatus command (alias /VisorStatus) of the Combine Technology Overlay plugin, which lets Combine units of rank SCN, OfC, EpU, DvL or SeC and Overwatch soldiers set the city's socio-status to GREEN, BLUE, YELLOW, RED or BLACK and announces it to every unit with a biosignal.

Sets the city's socio-status to GREEN, BLUE, YELLOW, RED or BLACK.

Requires a Combine player of rank SCN, OfC, EpU, DvL or SeC, or an Overwatch soldier. Plays a tone to every Combine unit with a biosignal, adds a Combine display line and updates their HUD with the RecalculateHUDObjectives Cable message.
