Commands

GarbageAdd command
Registers the /GarbageAdd command, which adds a garbage spawn point where the admin is looking and spawns a cw_garbage pile there.
GarbageRemove command
Registers the /GarbageRemove command, which removes the garbage spawn points within 50 units of where the admin is looking.
