Registers the /VortHowl command (alias /vhowl), which lets a vortigaunt howl a message that every living
vortigaunt reads in full while other players within 500 units only see that something is shouted in Vortigese.
A random vortigaunt call is played to everyone through the PlayLocalSound Cable message. Other factions get a
refusal notice instead, except FACTION_ADMIN, whose message is also sent out with Schema:SayBroadcast.
