PermitBuy command
Command defined in commands/sh_permitbuy.lua
Registers /PermitBuy, which lets a citizen buy a business permit while the permits config is enabled.
business costs the business_cost config and gives the x flag. With that flag, generalgoods gives the 1
flag and a Schema.customPermits name gives that permit's flag, each priced at the summed cost of the items it
unlocks.
