Manage Bans systemclient

System defined in core/system/sh_manage_bans.lua

Registers the Manage Bans system, a paged list of banned players that can be unbanned with a click.

The page is shown to players with access to /PlyUnban. The server sends the bans eight per page over the SystemUnbanGet Cable message and unbans through the PlyUnban command when it receives SystemUnbanDo.
